Scientific explanation is contextual, in one sense, nomological, in another, and statistically based, in yet another. It is all of these things.

Relavence is dertermined by that in which the listener is interested, the historical background, and the prevailing factors that increase the likelihood of the event. Think of vendiagrams. Those interlocking rings. Yeah. There you go.

Or, also, think of quantum jitters, and probabilistic fuzziness. The interest and other factors like a spotlight, fuzzy around the edges but highlighting in it's own way.
