With the repetition of "sense", there's a strong feeling of 'as above, so below'; the balance being used is a brass technician's one. I also notice the lines from above that look like marionette strings.
Who is judging the judge? Who is balancing the balance? Is higher justice interfering with lower justice, and if so, why?
(I don't have many thoughts on the fedora, except that it's veering toward a porkpie Frank Sinatra 1950s style, and I don't really want to think of the Rat Pack in connection with this card.)

Frivolity and formality. Sense and whimsy. Power. Justice must be sought after, searched for, detected. Not everyone is smart or clever enough to be that detective. Justice is dangerous and can suffocate you, so you must be prepared to handle it. Do you have the proper gear and teaching to handle justice?
