I think (1), because Bad Horse (The Thoroughbred of Sin) only said that he needed to kill SOMEONE, to gain entry into the E.L.E.

No mention at all as to whom.

But without Penny, everything Dr. Horrible does is meaningless, to Billy.

I'm curious to rewatch and make note of when NPH does his eyetwitch bit. I noticed it, but didn't pay enough attention to when or what might be the trigger. Just idle over analysis on my part. :)

Uhm, I was with it for the first half of Part III. Not too sure how I feel about the end, or the whole thing overall at this point.

Will say, though, I'm glad it had the "Grr. Arg." bit at the end.
