Stupid deliberately vague fucking language. I went to the site, and it cleared up very little.

Basically, they give permission to various law enforcement agencies to use government surveillance satellites to spy on... well. Whomever they want. No Judiciary oversight, no Congressional oversight. Vastly bloated Executive powers. :\
