Damn right there has, and anyone who doesn't know that hasn't been paying attention. Why is it a crime to denounce something for what it is? Cosby is not calling all low income people shiftless, lazy, irresponsible, and so on, but he is saying that there are those who are, and that they are doing nothing but spitting in the face of everything blacks worked to gain, throughout the... A long time. There are lazy, ignorant people in every group, but Cosby's point is that, in a group that's always had to work at least twice as hard to get any recognition, it's a bit stupid and disrespectful to raise that kind of behaviour up as some sort of bench mark. And i frankly agree with him.
No, it shouldn't be devided in terms of ethnic variation, and it should apply to all people, but the fact of the matter is, most people still think of themselves in terms of those Ethnic Variations. (Prodigy - [Fire (Edit)]). So until people get over this "You look different, so you're less/more/better/worse than me" shit, let's at least take some fucking personal responsibility, ok? And that starts with internal states, works out into the community, and then to the world.
Point is, people are stupid, and that's sad. All the Cos wants is for that to change, and he's traditionally been concerned with it changing, within the black community. Why is that Wrong?
